J065-- Radiology Philips Healthcare SMA | FREDERICKSBURG HCC | HTME
Solicitation # 36C24626F0194
The Department of Veterans Affairs Network Contracting Office 6 is issuing a notice of intent to award a sole source, firm-fixed price purchase order to Philips North America, LLC for a service maintenance agreement. This procurement, under solicitation number 36C24626F0194 and mandatory HTME contract VA797H-17-D-0022, supports the Fredericksburg Healthcare Center with a performance location at the Hampton VA Medical Center. The contract covers the maintenance and repair of proprietary radiology equipment, specifically the Digital Diagnostic C90, EPIQ CVx, and EPIQ Elite G systems. Due to the proprietary nature of the software, parts, and the requirement for certified technicians, the agency has determined that Philips North America, LLC is the only responsible source capable of satisfying the requirement under RFO 6.301-1 and VAAR 806.302. The anticipated period of performance is from August 21, 2026, through August 20, 2027, with an estimated total value of $216,658.88. The scope of work includes comprehensive technical support and the use of original manufacturer parts to ensure continuous operability of the imaging systems. While this is a non-competitive procurement, interested parties were invited to submit capability statements to Robert Morgan by August 21, 2026, for marketplace assessment purposes. The procurement is classified under NAICS 334517 and Product Service Code J065.

NOTICE OF INTENT TO SOLICIT TO SOLE SOURCE – EQUIPMENT MAINTENANCE CONTRACT FOR FLASH X-RAY SYSTEMS AND COMPUTED RADIOLOGY SYSTEMS
Solicitation # W911QX26RA031
The United States Government intends to award a sole-source, five-year Indefinite-Delivery, Indefinite-Quantity contract to FISICA Applied Technologies, Inc. for continued support of Government-owned FISICA Flash X-ray Systems and Computed Radiography Systems. This includes the supply of Original Equipment Manufacturer replacement parts, maintenance, repair, refurbishment, calibration, upgrades, modifications, installation, certification, and related engineering services. FISICA Applied Technologies is the only responsible source capable of meeting these requirements because it holds the proprietary technical data, engineering specifications, and intellectual property necessary to support the systems, and any alternative source would necessitate costly reverse engineering or equipment replacement, leading to significant delays and increased expenses that would undermine mission readiness. The contract will be awarded under the authority of 10 U.S.C. § 3204(a)(1) and FAR 6.103-1, which permit sole-source procurement when only one responsible source exists and no other supplies or services can satisfy agency needs. All orders under the contract will be issued on a Firm-Fixed-Price basis. Although this is not a competitive solicitation, any responsible source may submit a capability statement or quotation by the deadline of August 12, 2026, to demonstrate its ability to meet the requirements; such submissions will be reviewed solely to determine whether competition is practicable, with the final decision on sole-sourcing remaining at the Government’s discretion. The contracting office is located at Aberdeen Proving Ground, Maryland, and the point of contact for inquiries is Nyshaun Greene, with Eddie Lee Kemp as the secondary contact.
