Basic Information Awareness Operations (BIAO) Request for Information (RFI)
Solicitation # BIAO-RFI-2026
The Strategic Capabilities Office is seeking industry input through a Request for Information to develop Basic Information Awareness Operations, a rapid prototyping initiative focused on building a layered, modular system to detect adversarial influence in the cognitive domain, generate accurate counter-narratives, model response effectiveness, and measure real-world outcomes. The ultimate goal is to integrate these components into a unified, scalable operating environment called the Layered Information Nexus, which will serve as a common operational picture and workbench for a broad range of users across multiple missions. The acquisition strategy emphasizes technology component procurement and modular integration rather than complete system delivery, allowing for flexible, evolutionary development tailored to dynamic operational needs. All responses must be submitted electronically by 8:00 PM Eastern Time on August 21, 2026, with inquiries directed exclusively to BIAO@sco.mil using a specified subject line format. To ensure transparency and fairness, no individual responses to questions will be provided; instead, a public consolidated Q&A will be posted on SAM.gov by August 14, 2026, and no new questions will be accepted after August 10, 2026. The solicitation, identified as BIAO-RFI-2026 and classified under NAICS code 54171, is issued by the Department of Defense’s Strategic Capabilities Office in Washington, D.C., with performance expected in Chantilly, Virginia.

Deployment & Measurement of Cognitive Operations ImpactThe contract seeks to develop and deploy tools designed to deliver counter-narratives across digital platforms with the goal of influencing public perception and behavior in contested information environments. The work involves creating scalable digital mechanisms to disseminate curated messaging, leveraging advanced analytics and automation to target specific audiences across social media, video platforms, and other online channels. Beyond deployment, the contract requires robust measurement of real-world impact using a combination of digital metrics such as engagement rates, reach, sentiment shifts, and virality, as well as physical indicators like changes in public discourse, community behavior, or offline events linked to the messaging campaigns. The approach must integrate both quantitative and qualitative data sources to demonstrate causal relationships between digital interventions and measurable outcomes in target populations. This subcontract is issued by the Department of Defense under the agency name Director SCO, with performance expected to be centered in Chantilly. The NAICS code 541910 indicates the work falls under other scientific and technical consulting services, reflecting a focus on strategic communication and behavioral influence rather than traditional IT development. The opportunity was posted on July 30, 2026, with a response deadline of August 22, 2026, leaving a narrow window for proposers to submit detailed methodologies, technical capabilities, and evidence of prior experience in cognitive operations or influence campaigns. There is no set-aside designation specified, and while the point of contact is not listed, the solicitation is accessible through the SAM.gov portal for qualified entities to review requirements and submit proposals.
