Air Defense Communication Services Air 5 Sources Sought Notice

The Defense Information Systems Agency (DISA) is conducting market research through a Sources Sought Notice for the Air Defense Communications Services 5 (ADCS5) requirement, seeking information from qualified large and small businesses capable of delivering comprehensive communications sustainment and cybersecurity services critical to U.S. national defense. The anticipated contract period spans from April 1, 2027, through March 31, 2029, with four optional two-year extensions, and the work will be performed across multiple Air Defense Sectors and Command Centers in the continental United States, Alaska, Hawaii, and Guam, with the primary program management office located at Tyndall Air Force Base, Florida. The requirement demands 365/24/7 operational support for a range of systems including network and circuit management, sustainment of local area networks, servers, routers, IP and TDM communications, voice over IP, Universal Communications, HF/UHF/VHF and satellite radios, as well as maintenance of government-furnished equipment and spares inventory. A central component is the contractor’s role as the Information System Security Manager (ISSM) for the Air Defense Infrastructure (ADI) enterprise, requiring full lifecycle cybersecurity integration, Risk Management Framework (RMF) accreditation for command and control systems, and continuous compliance with federal standards. The contractor must also sustain the CONR Forensic System for incident analysis and provide full lifecycle support for tactical communications solutions such as the Low Altitude Radio Kit, including developmental and operational testing.
