Air Force Combined Mishap Reduction System (AFCMRS)

NOTICE OF CONTRACT ACTION (NOCA) - The Air Force Operational Test and Evaluation Center (AFOTEC) intends to issue a Request for Proposal (RFP) for the Air Force Combined Mishap Reduction System (AFCRMS) on or about 20 Jul 12 with written proposals due on 20 Aug 12. The acquisition would consist of providing web hosting service to the Air Force Safety Center (AFSEC) websites at AFCRMS and Air Force Culture Assessment Safety Tool (AFCAST). This acquisition also includes survey setups, debrief and analysis, which requires professional expertise in clinical psychology or other psychological discipline; survey technology and statistics, which requires understanding of scientific principles of survey design and interpretation/knowledge of parametric and non-parametric statistics used to evaluate surveys and perform research with survey data. This is a Small Business Set-aside acquisition. The applicable NAICS is 541611, Administrative Management and General Management Consulting Services with size standard of $14.0M. The government anticipates award of a Single Award Firm-Fixed Price Commercial Contract. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.fedbizopps.gov. This office will not issue hard copies of the solicitation, or attachments. Award will be made on a Lowest-Priced Technically Acceptable (LPTA) Basis. Contract award will be made to that offeror who provides the lowest priced technically acceptable offer based on the factors listed in the RFP. All potential offerors are reminded, in accordance with DFARS 252.204-7004, Required Central Contract Registration, that lack of registration in the CCR database with a CAGE code no later 20 Aug 12 will make an offeror ineligible for award.
