Amendment 1 (19 December 2018) Additional Notices: 1- Parties are notified this acquisition and its responses are subject to the Ground Based Strategic Deterrent (GBSD) Security Classification Guide (SCG). Please ensure responses remain unclassified IAW this document. If you have questions or concerns regarding the GBSD SCG, please contact the PCO (contact information listed below). 2- Eligibility Requirement: Performance of this contract will require access to documents with limited distribution. As such, to be eligible for award, contractors must be US DoD contractors with a DD 2345 certified by the Defense Logistics Information Service, Joint Certification Program (1-877-352-2255) and have a legitimate business purpose. Additionally, technical documents will not be provided to a contractor until the certification is actually obtained, and will only be provided to the person listed on the DD 2345 as the person to whom distribution should be made. Contractors with already-existing certifications should ensure the correct contact is listed, and the cage code used with that certification matches the cage code used by the party. Contractors who would like to become certified can find the form and instructions at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx Interested parties are advised that certification of a DD Form 2345 or an update to that form may take time, so completion and submission of that form as soon as possible is highly recommended. If you are an interested party, please provide your cage code (used for the certification) or a copy of your certified form with your response. ___________________________________________ Sources Sought Synopsis/Request for Information I. NOTICES: This is not a solicitation but rather a combined Sources Sought Synopsis (SSS) and Request for Information (RFI). It is released for information and planning purposes only. One of the purposes of this combined SSS/RFI is to conduct market research to determine if capable sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336419 with a corresponding size standard of 1,000 employees. The Government will use this information to determine the best acquisition strategy and contract type for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. II. DESCRIPTION The Air Force (AF) has identified a potential requirement for 20-40 Reentry Vehicle (RV) Flight Test Vehicles (FTVs) in support of Intercontinental Ballistic Missile (ICBM) testing, with delivery starting in the fourth quarter of the fiscal year 2023. These Air Force Requirement and Experimentation Vehicles (AFREVs) are projected to be similar to the Mk21 JTA4 (Joint Test Assemblies or JTAs), but compatible with either the legacy or replacement Mk21 fuze. The proposed contract action includes design, production and support of AFREVs. The AFREV requirements include (but are not limited to) the following: The ability to telemeter data from stage 1 ignition to AFREV impact Incorporation of NSA approved encryption for telemetered data protected at the S//FRD level The ability to collect precision measurements for separation and tip-off errors to characterize their contributions to weapon system miss. 20-60 telemetry channels to capture Reentry Vehicle (RV) data points to include acceleration, temperature, etc. Compatible with (able to function and measure the performance of) both the legacy and replacement Mk21 fuzes. Compatibility with current Mk21 nose tips and future nose tips Compatible with existing Mk21 Mod 6 or Mod 5T body sections, war reserve forward sections and rear covers. Maintain mass properties in family with Mk21 mod 3 (objective) or Mk21 JTA4 (threshold). Measure and telemeter data to enable assessment of flight environment (shock, vibration, acceleration, temperature, etc) and RV/Fuze performance (trim angle of attack, roll resonance, lift, drag, fuze event/signal diagnostics, radar returns, best estimate of trajectory, etc) throughout flight. Modular architecture to accommodate future RV experiments and sensor/measurement changes. III. CAPABILITIES To be able to perform this contract, an interested party must, at a minimum, have the following capabilities. (1) The ability to internally modify a Mod 6 or 5T Aeroshell AF RV to an AFREV design that is within Mk21 Mass Properties (2) The ability to design, manufacture, and qualify AFREV for ICBM flight test. (The Government acknowledges that Government equipment will be required.) (3) The ability to properly handle, manufacture, and machine Mk21 components. (4) The knowledge and ability to integrate software, hardware, power, and sensors to gather the required signals and environments to characterize the re-entry trajectory reentry vehicle environments and performance. (5) Have, or can acquire by contract award, ISO 9001 certification (6) Capability to receive, store, account for, and ship classified (up to and including S/RD/CNWDI) and Nuclear Weapons Related Material (NWRM). NWRM management must be in accordance with AFI 20-110 including access to Commercial Asset Visibility Air Force (CAV-AF). IV. RESPONSES The AF is interested in (a) identifying sources to perform this requirement that are interested, responsible, and capable as well as (b) feedback on the below enumerated questions. Interested, responsible, and capable sources may identify their interest by providing a response with sufficient, program-specific, information that substantiates that the respondent has all of the capabilities listed in III. CAPABILITIES. In addition, interested sources should include feedback on the following inquiries. A.) Provide a preliminary cost estimate and draft schedule for AFREV design and qualification. B.)Provide a preliminary cost estimates for manufacturing 20 AFREV produced at 4/year and 40 AFREV produced at 5/year. What are the facilities, locations, subject matter experts, Government Furnished Information, GFP, etc. needed from the Government to complete both a and b? What would you recommend for sensor type/ location in/on the AFREV to capture flight dynamic characteristics for model/accuracy validation? What test equipment, tooling, personnel, industry partners, subcontractors, Original Equipment Manufacturers (OEM), Federally Funded Research and Development Centers (FFRDCs), infrastructure, historical data, etc. are needed for successful integration of an AFREV onto an ICBM (MMII, MMIII, or GBSD)? Responses must be kept to the unclassified level and are limited to 20, one-sided pages in MS Word. Responses must be placed on a DVD/CD (no RW) and two copies should be provided (by hand-delivery or mail) to the below-listed address by 18 January 2019, 3:00 pm Mountain time. No e-mail, phone, or FAX responses will be accepted. If required, contact contracting officer listed below for additional information. Peggy Japngie Lizotte, Contracting Officer.
