The Air Force Life Cycle Management Center has awarded a firm-fixed price, sole source contract for the production of BQM-167A subscale aerial targets, contractor logistic support, and peculiar spares. This initiative is managed by the Armament Directorate's Aerial Targets Branch to ensure the availability of threat-representative targets necessary for kill authorizations and lethality testing. These targets are critical for validating the survivability and precision of major aircraft and missile systems before they enter full rate production, satisfying Title 10 requirements. Administered under solicitation FA8678-21-D-0001, the contract supports the Department of Defense's need for evolving weapons systems testing. While the contracting office is located at Eglin Air Force Base in Florida, the place of performance is situated in Sacramento, California. The agreement focuses on maintaining a cost-effective supply of targets and timely sustainment to support ongoing warfighter readiness and weapon system lethality.

The Air Force Material Command, Air Force Life Cycle Management Center, Armament Directorate, Test and Training Division, Aerial Targets Branch awarded a Firm-Fixed Price follow-on sole source contract for Targets Production, Contractor Logistic Support and Peculiar Spares. The follow-on sole source production of BQM-167A is required to provide adequate threat representative targets to meet current and projected HQ AF/TE-sponsored kill authorizations as outlined in AFMAN 99-108. The USAF missions require ever evolving weapons systems that not only require more precision, but lethality as well. In order for the warfighter to deploy these weapons, DoD weapon systems must undergo survivability and lethality testing before entering full rate production. The BQM-167A satisfies Title 10 lethality testing/threat realism testing as required for all major aircraft and missile systems. The follow-on sustainment of BQM-167A AFSAT is required to maintain adequate cost-effective targets and timely support.

Request for Information (RFI) for Aerial Targets Branch (EBAY) Air Force Aerial Target Solutions
Solicitation # FA8678-26-AFSAT-R0001
The Department of the Air Force, through the Aerial Targets Program Office (AFLCMC/EBAY), issued Request for Information FA8678-26-AFSAT-R0001 to conduct market research and acquisition planning for a family of aerial target systems. In accordance with Title 10 U.S. Code Section 4172, these systems must replicate the performance, signatures, and countermeasures of adversary aircraft to validate the lethality of major munitions and missile programs. The government is seeking a broad spectrum of solutions across three tiers: Tier 1 for high-end reusable subscale to full-scale targets, Tier 2 for attritable mid-tier targets, and Tier 3 for low-cost expendable targets, ranging from hobby drones to advanced fighter aircraft. The primary objective of this RFI is to identify commercially available or near-term solutions and gather rough order of magnitude cost estimates for unit production, non-recurring engineering, and operations and sustainment. Technical requirements emphasize the need for flight termination resources for range safety and command and control systems encrypted to NIST FIPS 140-2 level 1 or higher. Interested industry partners were requested to submit white papers including technical narratives, one-page datasheets, and modeling and simulation capabilities. This effort is intended to inform future budgetary requirements and assist the agency in making commerciality, non-developmental item, and small business set-aside determinations.
