Air Force Tactical Exploitation of National Capabilities (AF TENCAP) has a possible requirement to enter into an OTA, pursuant to 10 U.S.C 2371(b) - 815, with an eligible consortium. The Government's intent is to explore selection of a Consortium to perform work at Unclassified, Secret, TS/SCI, and SAP classification levels. An eligible Consortium, at its discretion, may hire a Consortium Management Firm (CMF) or other entity to support solicitation and award of the OTA.AF TENCAP exploits National space, cyber and intelligence capabilities, technologies, and data to deliver rapid, cost-dominant and innovative war fighting solutions across the full spectrum of Air Force and Joint military missions. AF TENCAP is a Congressionally mandated, Air Force level, non-traditional rapid acquisition organization supporting tactical and operational warfighters. As the Air Force's leader for National-to-Tactical capability development, AF TENCAP collaborates with leading experts across the Intelligence Community, Department of Defense, National Laboratories, industry, inter-agency, academia, and partner nations. The Government's intent is to explore selection of a partner Consortium that includes industry (to include international entities), non-traditional defense contractors, academic (to include University-Affiliated Research Center Laboratories) and non-profit organizations to enhance our warfighters lethality, survivability and combat effectiveness through rapid prototyping and exploitation of national capabilities. Air Force TENCAP is especially looking for unique, innovative, and non-traditional partners to meet its mission described above.
