The National Guard Bureau plans to award up to five fixed-price contracts for the installation of 487 electrical and water meters at five Air National Guard installations across the continental United States, including Alpena MI, Salt Lake City UT, Morris ANGB AZ, Volk Field WI, and Horsham PA. The scope of work involves locating and verifying existing utility lines, surveying feeder and supply routes, and ensuring each facility receives accurate, dedicated service. Contractors must procure, install, test, and calibrate all metering equipment, program the systems for network integration, train base personnel on operation, and coordinate with local Civil Engineer Squadrons. They are also responsible for all documentation including updated line maps, operations and maintenance manuals, equipment inventories, permit filings, progress reports, and entry authorization lists. The contract duration is 345 calendar days from notice to proceed, inclusive of inspections and punch list completion. This procurement is set aside 100 percent for small businesses under NAICS code 238210 with a size standard of $19 million. Each installation has an estimated value ranging from $250,000 to $1 million, with four locations in the higher bracket. The government will not issue paper copies or assume responsibility for website accessibility issues. Contractors are bound by a 75 percent limitation on subcontracting to non-similarly situated entities, calculated excluding material costs.
