Under this agreement, the contractor will provide Contractor Owned Contractor Operated aerial refueling aircraft to support Air-to-Air Refueling requirements for the Department of the Navy Fleet, Department of Defense, and Foreign Military Sales customers. The contract was issued under NAICS Code 488190 and PSC V121, with a two-year ordering period spanning from July 26, 2020, to July 25, 2022. This sole-source approach was justified by the contractor's unique possession of necessary FAA certifications and USN Interim Flight Clearances, ensuring no critical service gaps during the government's transition to a competitive procurement strategy. The financial structure of the contract includes firm-fixed price CLINs for flight minutes, fixed monthly rates, government furnished equipment installation and removal, and non-flying status, while travel expenses are handled via a cost-reimbursable CLIN.
