Solicitation HSCG84-11-Q-AA5379 is a request for quotation issued by the Department of Homeland Security, specifically the U.S. Coast Guard Shore Infrastructure Logistics Center, for commercial Air Traffic Controller Tower Services at Air Station Elizabeth City, North Carolina. This contract is 100 percent set aside for small business concerns under NAICS code 488111. The scope of work involves providing air traffic control services, including staffing requirements of one controller per shift and specific duties such as airfield lighting inspections. The government provides necessary equipment and internet connectivity, and there is no requirement for DoD security clearances. Throughout the procurement process, several amendments and question-and-answer sessions clarified critical operational and administrative details. Amendment 0001 extended the offer deadline to May 11, 2011, and revised technical requirements for the Performance Work Statement, while Amendment 0002 updated minimum coverage amounts for general and automobile liability insurance. A final series of 14 questions and responses dated May 5, 2011, confirmed that aviation liability insurance is not required because the government is self-insured. The procurement process was managed by Contract Specialist Connet M. Broadnax and Contracting Officer Reginald B. Henderson.
