This market survey announcement is issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1, Market Analysis - this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from interested vendors. The responses to this Market Survey will be used for information purposes only and will not be released, except as required under the Freedom of Information Act (FOIA); proprietary information will be protected if appropriately marked. This announcement is not intended to guarantee procurement and will not be construed as a commitment by the Government to enter into a contract. If the FAA decides to conduct an open competition, it may limit the competition to only those vendors who respond to this Market Survey. This is not a Screening Information Request (SIR) nor Request for Proposal (RFP). The FAA is neither seeking nor accepting unsolicited proposals. The anticipated official ATEPS II SIR solicitation is expected to be released on or about the beginning of the Calendar Year 2023. The FAA Air Traffic Organization (ATO), Program Management Organization (PMO) directorates are conducting a market analysis via this Market Survey to ascertain current market conditions and vendor capabilities to perform the requirements outlined in the attached draft SIR Statement of Work (SOW) and Section J Attachments for the follow-on efforts to the current Air Traffic Engineering and Program Support (ATEPS) Contract. This Market Survey will be used for determining the level of competition and giving consideration to the number of vendors who possess the capability to provide technical, management, and analysis support similar in scope to the draft SOW. THIS IS NOT A SCREENING INFORMATION REQUEST (SIR). The FAA is not seeking or accepting unsolicited proposals. FEEDBACK or COMMENTS regarding Section C and J are acceptable. However, since this is not an official SIR request, questions will not be accepted nor addressed during this market research. THIS IS FOR INFORMATION AND PLANNING PURPOSES ONLY, and is not to be construed as a commitment by the FAA, implied or otherwise, to issue a SIR or award a contract nor does the FAA intend to pay for any information submitted as a result of this Market Survey. The FAA does not reimburse expenses incurred for responses to this Market Survey. Therefore, any cost associated with the Market Survey submission is solely at the interested vendor's expense. Companies are encouraged to respond if they have the capability and/or capacity to provide the services as outlined above and within the draft Statement of Work (SOW). No SIR exists currently. If a SIR is issued, it will be announced on the System of Award Management (SAM) website at, www.sam.gov. It is the Offeror's responsibility to monitor this site for the release of the solicitation. Please review all the attachments associated with this announcement.

FAA Safety Culture Assessment
Solicitation # 693KA9-27-FAA_Safety_Culture_Assessment
The Federal Aviation Administration is conducting market research via a Sources Sought notice to identify qualified businesses for a multi-phase Safety Culture Assessment. The objective is to establish a baseline of the agency-wide safety culture, develop an improvement roadmap, and create a structured approach for ongoing monitoring in alignment with FAA Safety Management Order 1030.8. The scope of work includes administering a secure agency-wide climate survey, conducting an environmental scan of existing data, performing qualitative site visits at three to five pilot locations, and coordinating with leadership to translate findings into actionable executive strategies. The anticipated period of performance is 12 to 18 months, with a future award expected to be a Firm Fixed Price contract. Key deliverables include a Safety Culture Assessment Toolkit, a Baseline Results Technical Report, a Recurring Culture Assessment Technical Report with Standard Operating Procedures, and an Improvement Plan Roadmap. The FAA requires vendors to have three to five years of experience in organizational or safety assessments, preferably within federal government or high-hazard industries. Additionally, key personnel must hold advanced degrees in Industrial-Organizational Psychology, Organizational Behavior, or a related behavioral science field. This current phase is for informational purposes to determine the acquisition strategy and whether the procurement will be an unrestricted competition or a set-aside for small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms. Interested respondents must provide a capability statement and a Rough Order of Magnitude estimate. All survey platforms must ensure data security and privacy in compliance with federal standards, including FedRAMP and Section 508 compliance.
