The Naval Special Warfare Command plans to award a Firm Fixed Price contract on a sole source basis to Airborne Systems, Inc., the Original Equipment Manufacturer and sole distributor of the Ram Air Parachute Assembly and related components. This contract is justified by the critical nature of the parachute system, which is classified as a life-support item under the guidance of the Chief of Naval Operations and managed by the Naval Sea Systems Command (NAVSEA). The Ram Air System is the only authorized Military Freefall parachute for Navy use, certified exclusively by NAVSEA and detailed in official Navy instructions. Only Airborne Systems possesses the technical data rights and manufacturing capabilities for this parachute assembly, which features unique convertible design elements, high weight capacity, and superior performance at high altitudes. Due to the proprietary technical data and stringent certification requirements, no other source is able to produce equivalent parts or assemblies, and Navy policy restricts research and development or use of alternative parachute systems except in limited, authorized exceptions. The contract will be executed in accordance with Federal Acquisition Regulations for commercial items, as the Ram Air Parachute Assembly, while military tested and approved, is commercially available but proprietary to Airborne Systems. The government does not own the technical data rights, preventing evaluation or certification of any alternative suppliers that might compromise system reliability and effectiveness. Sole sourcing this system not only aligns with regulatory requirements but also ensures safety and mission success by preventing potential failures that could lead to injury or loss of life for deployed forces. The Naval Special Warfare Command will perform the award process under strict compliance with FAR Part 12 and Part 13.5, maintaining operational integrity and supporting their life-critical personnel parachuting program with a trusted and certified supplier.

Full Description

Naval Special Warfare Command, Contracting Department, San Diego, CA 92155 intends to award a Firm Fixed Price (FFP) contract on a sole source basis to Airborne Systems, Inc, the Original Equipment Manufacturer (OEM) and sole distributor of the Ram Air Parachute Assembly and associated parts (MT-2XX). The bais for the sole source is as follows: This is a life-support system under the program guidance of the CNO per OPNAVINST 3501.225. The OPNAVINST provides that "All commands exercising operational and/or administrative control of Navy Parachutists shall implement the policies and procedures of reference (a) through (q) and this instruction as they relate to the Navy P3 Program." Reference (b) is NAVSEAINST 13512.1 Premediated Personnel Parachuting (P3) equipment Authorized for Navy Use. As the P3 Program and associated ANU are managed by Naval Sea Systems Command (NAVSEA), specifically PEO LMW through the PMS NSW, technical authority for the system also resides there. Per the NAVSEA instructions, parachutes are designated as a Category 1 item and the Ram Air System is the only authorized Military Freefall parachute. IAW OPNAVINST 3501.225 NAVSEA is the only certifying authority for these systems and the Airborne Systems Parachutes are certified in NAVSEAINST 13512.1. With only two exceptions from OPNAV for Naval Air Warfare Center China Lake and Naval Special Warfare Development Group, Navy commands are prohibited from conducting R&D on parachutes or from use of alternative Systems. The Ram Air Parachute Assembly is unique in its design, by its convertible features from static line to free fall, its high weight capacity and high altitude performance. The Parachute assembly and all sub-components are solely manufactured and supported by Airborne Systems. The data rights for the parachute were developed by Airborne at their expense, as such they are the only source to possess the technical data to support their specific system. The lack of document, and quality/performance acceptance test procedures prohibits any other source form directly manufacturing these systems or replacement parts. This is a commercially available item, however military tested and approved. The Government however did not develop or procure the technical data rights which make it impossible for the Government to evaluate and determine whether non-Airborne Systems Canopies are equivalent, or whether non-Airborne System Canopies will compromise the required reliability and effectiveness of the system. Additionally, as this is a commercial item, efforts to procure parts and support for these assemblies from any other source would be expending time, effort, and dollars for no appreciable benefit or gain to the government and conflict with FAR Part 12. The use of the certified System is mandatory for preventing serious injury and/or loss of life and failure of this equipment could have serious consequences for deployed military forces. The systems will be acquired in accordance with Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13.5 Test Program for Certain Commercial Items.

Solicitation # H9224026SC001
The Naval Special Warfare Command (NSWC) is utilizing a Commercial Solutions Opening (CSO) under solicitation H9224026SC001 to accelerate the development, procurement, and integration of unmanned systems (UxS) capabilities. This initiative supports the Joint Force, Special Operations Forces (SOF), and allied partners by seeking innovative solutions in several Areas of Interest, specifically UxS as a Service, First Person View (FPV) platforms for ISR and kinetic operations, and UxS training. The scope encompasses a wide array of requirements, including complete UxS systems, payloads, Command and Control (C2) software, artificial intelligence for processing and exploitation, and communications equipment. Technical priorities include interoperability with systems like Lattice and Hivemind, adherence to a Modular Open Systems Approach, and strict compliance with FAA, ICAO, and cybersecurity standards, with a prohibition on components from covered countries. The procurement process is structured in three phases: Phase I involves the submission of unclassified solution briefs via the Vulcan portal; Phase II consists of demonstrations and pitches requiring the provision of at least three operational units and two trained operators; and Phase III involves the collaborative development of Statements of Work and final negotiations. NSWC anticipates awarding either Firm-Fixed Price contracts under FAR Part 12 or Other Transaction Authority (OT) agreements under 10 U.S.C. 4022-23. Submission deadlines vary by Area of Interest, with several extended through December 31, 2026. To be eligible for award and payment, companies must be registered in the System for Award Management (SAM) and utilize Wide Area Work Flow (WAWF) for invoicing.
