AI Contract Overview

The Naval Air Warfare Center Aircraft Division intends to award a sole-source, firm-fixed price contract to Hydraulics International Inc. for the manufacture of aircraft engine preoilers, part number 061475-100. The contract structure includes a base quantity of three units with options for six additional units over a three-year period. This procurement supports the P-8A Poseidon Program for the United States Navy, the Royal Australian Air Force, and various Foreign Military Sales customers to address current deficits and future requirements. Hydraulics International Inc. is identified as the only capable source because they own the proprietary engineering data and detailed product drawings. Due to the lack of government-owned technical data, the company is the sole provider capable of ensuring the items meet the necessary form, fit, and function specifications. While this notice is not a request for competitive proposals, the government will consider responses from SAM-registered entities within fifteen days of publication to determine if the requirement should be opened to competition.

The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a Firm-Fixed Price, three - year option type contract, on a sole-source basis, to Hydraulics International Inc., Chatsworth, Texas (CAGE: 56529) for the manufacture of P/N 061475-100, Aircraft engine preoiler. The estimated quantity is 3 each for the base and 6 option units. The quantities fill current deficits for the RAAF and possible future requirements for partner countries and Foreign Military Sales (FMS) customers. The above CSE was designed by Hydraulics International and tested by Boeing to meet specifications to enable replenishment of hydraulic fluid lost or removed from a system aboard the P-8A. Hydraulics International owns all proprietary rights to the engineering data and detailed product drawings. Hydraulics International is the only manufacturer with the unique technical expertise to supply these items. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above items and enable a competitive procurement. Hydraulics International is the only source that is capable of providing the above item to the same form, fit and function that is compatible with the existing configurations. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit an award of a contract.
