The contract involves the procurement of an Aircraft Engine Test Set, specifically designed for the F108 engine used in the KC-135R aircraft. This test set, a sophisticated computer-based tool, is utilized to set the blade angle of the engine's variable stator vanes (VSV) both on the ground and off the aircraft. It facilitates multiple VSV riggings, which are necessary for maintaining engine performance, especially for addressing engines with slow accelerations by allowing dynamic rigging adjustments. The test set is identified by NSN 4920-12-358-8762KV and P/N 9310250 and is being produced in an initial quantity of four units, with options for additional units in quantities ranging from one to four per option. Delivery is scheduled within 180 days after receipt of order or option exercise, with shipments to multiple locations on an FOB Origin basis. The procurement is conducted as a sole or limited source acquisition under FAR 6.202-1 due to proprietary rights and the absence of available technical data, limiting competition to the original equipment manufacturer, RMS Regelungs-UND Messtechnik, and its authorized distributors. Potential offerors can request the solicitation by contacting the designated contracting officials, as the request for quotation will not be publicly posted or physically mailed. The acquisition falls under NAICS code 334419 and is managed by points of contact at Robins Air Force Base.

This requirement is for the procurement of the Aircraft Engine Test Set, NSN: 4920-12-358-8762KV, P/N 9310250, which is a computer-based item used to set the blade angle of the engine's variable stator vanes on the ground and off the aircraft of the F108 engine. The F108 engine is used in the KC-135R aircraft and is the military variant of the CFM56-2. The test set is a state of the art tool set that allows the maintainer to do multiple Variable Stator Vane (VSV) riggings. The standard VSV control is an engine mounted closed loop system that sets the VSV position based on inputs of gas generator speed and air inlet temperature. VSV dynamic rigging is a process that allows the F-108 maintainers to open up the VSVs on engines that are exhibiting slow accelerations. MATERIALS: VARIOUS QUANTITIES: Production quantity: 4EA; Option 1: 1-4EA; Option 2: 1-4EA; Option 3: 1-4EA. DELIVERY SCHEDULE: 180 Days ARO or exercise of option(s), as applicable; Multiple shipping locations are involved; All assets shall be shipped FOB Origin.
