This is a pre-solicitation notice for commercial items prepared in accordance with Federal Acquisition Regulation Part 12. The United States Marshals Service - Justice Prisoner and Alien Transportation System (JPATS) has a requirement for aircraft line maintenance and logistics support for one Beech 99 and one Saab 2000 aircraft operating out of Aguadilla, Puerto Rico. The required maintenance and logistics support includes all labor, equipment, material and travel. All heavy maintenance and events including propeller and landing gear overhauls are not part of this effort. The contractor must be prepared to support flight operations beyond normal flight hours, including weekends and holidays, within a 2 hour notification. The basic contract is expected to be awarded on/about 14 August 2008 with a period of performance through 30 September 2008 with four one-year renewal options beginning 1 October 2008 and ending 30 September 2012. This requirement is set aside 100 per cent for small businesses. The NAICS code is 488190 with a corresponding size standard of $6.5M. A time and materials type contract is contemplated containing FAR Part 12 commercial provisions. The Service Contract Act will apply to the resulting contract. Offers will be evaluated in the areas of technical capability, past performance and price.
