U. S. Special Operations Command (USSOCOM) anticipates contracting on a sole source basis with LifePort Interiors Armor Division, 1795 Howard Way, Woodland, WA 98674-9541, using an Indefinite Delivery Indefinite Quantity (IDIQ) Firm-Fixed Price per unit contract, for Aircraft Occupant Ballistic Protection Systems (AOBPS) for replacement spares for the U.S. Army Special Operations Aviation Command (ARSOAC). The proposed action is for a follow-on contract for spare parts for which the Government does not own specifications and drawings. The Government intends to solicit and negotiate with only one source under authority FAR 6.302-1. It is believed that award to any other source for these replacement spares would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and/or unacceptable delays in fulfilling USSOCOM's requirements. Firms that feel they can provide this service are encouraged to identify themselves. This notice of intent is not a request for competitive proposal, however, the Government will consider all proposals received by the specified due date (in accordance with FAR 5.203(a)). A determination by the Government not to compete this acquisition is solely within the discretion of the Government. The estimated release date of the solicitation is November/December 2013. Firms may request a copy via e-mail to patricia.f.ward2.civ@mail.mil. The initial period of performance shall be for 12 months from date of award, with two (2)-one (1) year ordering periods.
