The government is seeking information and interest to establish a purchase order for a self-contained, reconfigurable Aircraft Recovery Lifting System capable of lifting a wide range of aircraft from smaller fighter jets like the F-16 to heavy transport aircraft such as the C17 and MD11. The system must be easily transported in containers or pallets for rapid deployment to austere environments, operate effectively on both hard and soft terrains without additional supports, and withstand adverse weather conditions including extreme heat, humidity, sand, and dust. It should provide stable lifting capabilities with integrated tethering and load cells, be able to lift entire aircraft or partial segments to a level configuration, and include all necessary components like control panels, hoses, compressors, and fittings without requiring supplementary equipment. This is a one-time purchase of a single, complete lifting system intended for delivery in Djibouti, Africa. The system must include an English operating manual, comply with ICAO standards and the Trade Agreements Act, and be repairable with an included repair kit and available spare parts. The procurement will follow a Lowest Price Technically Acceptable evaluation process, where the award will be made to the vendor meeting all technical criteria at the lowest price. Interested parties are invited to submit statements of capabilities along with summaries of their experience to the designated points of contact. There is no guarantee that a solicitation will be issued, and the quantity noted is an estimate subject to change.
