THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The 87th Contracting Squadron (87 CONS) is conducting market research to determine the availability, interest and capability of potential sources qualified and able to compete for a contract to perform transient alert/deicing fluid recovery/aircraft wash services requirement at McGuire and Dix location of Joint Base McGuire-Dix-Lakehurst (JB MDL). The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business Opportunities (FBO) homepage at www.fbo.gov. The Government shall not reimburse the costs of preparing responses to this request for information/sources sought notice. The 87 CONS intends to issue a formal Request for Proposal (RFP) on or about December 2015 for the acquisition of transient alert/deicing fluid recovery/aircraft wash services to be performed at McGuire and Dix locations of JB MDL. The estimated contract period including all options is 1 Jul 2016 through 30 Jul 2017 with four 12 month option periods. The contractor shall provide all personnel, supervision, management, and other items to perform transient alert/deicing fluid recovery/aircraft wash services to the standards specified within the performance work statement (PWS). All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Air Force standard instructions and commercial practices as set forth in the PWS for the said services. The vast majority of services will be procured using NAICS code 488190, Other Support Activities for Air Transportation with a small business size standard of $32,500,000.00 and 562219, Other Nonhazardous Waste Treatment and Disposal with a Small Business Size Standard of $38,500,000. Interested and qualified sources should provide the following information: (1) company name, point of contact (POC), e-mail address, telephone number, fax number, type of business and size (i.e. SB, Section 8(a), HUBZone, SDVOSB; WOSB) and (2) a list of your most recent and relevant DoD and/or commercial contracts (not to exceed ten) to include a brief description, names, POCs, phone numbers, value and type of contract, and period of performance; and (3) information about your company and why you think you can perform these services. Please limit your submissions to ten pages. Send responses to the 87 th Contracting Squadron, 87 CONS/LGCA, Attn: Karin Bogner and Manuel Revilla, 2402 Vandenberg Road, Joint Base McGuire-Dix-Lakehurst, New Jersey 08641. Responses may also be submitted to Karin Bogner and Manuel Revilla via e-mail to karin.bogner@us.af.mil and manuel.revilla@us.af.mil in a PDF or Microsoft Word format. In order to be considered in this market survey, please reply by 3:30 p.m. (EST) on 31 Aug 2015. Depending upon the response to this notice and other market research, the 87 CONS may limit the competition to a specific category of small business at the exclusion of all other potential business concerns. This announcement serves as the first step for 87 CONS to determine the viability of setting aside the procurement of transient alert, deicing fluid recovery, and aircraft wash services for competition solely within or among certain small businesses in selected categories. This is a Sources Sought Notice announcement only; no solicitation exists or is available at this time. This announcement shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. In the event a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number and the announcement will be published in the FBO website at www.fbo.gov. Potentially interested parties are responsible for monitoring the FBO site for the release of the solicitation package as well as downloading their own copy of the solicitation and amendments, as applicable.
