Aircrew Flight Equipment Service FY27 - (Columbus Air Force Base, Columbus MS)

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.2, as supplemented with additional information included in this notice. No paper copies of the solicitation will be issued. This announcement constitutes the only solicitation; excluding modifications. This solicitation is a Request for Quotes (RFQ) to provide Aircrew Flight Equipment Services at Columbus Air Force Base in Columbus, Mississippi. See attached Performance Work Statement (PWS) for a detailed description and salient characteristics of the services sought in this solicitation. The 14th Contracting Squadron of Columbus Air Force Base, Mississippi anticipates awarding a single Firm Fixed Price (FFP) contract. Project performance period is a base year plus four optional one-year periods; from 1 October 2026 to 30 September 2031.

Funds are not presently available for this contract. The Government’s obligation is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred due to this solicitation. 

The applicable NAICS code is 488190, and the small business size standard is $40.0M. This requirement is a 100% Small Business Set Aside.

The solicitation number is # FA302226Q0305 and is issued as a Request for Quotation (RFQ). See attached "Combined Synopsis/Solicitation - Aircrew Flight Equipment Service FY27" for the RFQ format. All documents including the solicitation, attachments, and all amendments to the solicitation are obtainable via this notice. Contractors are strongly cautioned to check this notice periodically for amendments.

Please do not copy and paste the Performance Work Statement. The Government is not obligated to accept any Quotes or Technical Narratives or to answer any questions submitted after the deadline(s). It is the vendor’s responsibility to monitor the solicitation posted herein for amendments issued in reference to this requirement. Any potential amendments will be posted in the same fashion as the solicitation and detailed within the description. All contractors who provide goods/services to the DoD must have an active registration in the System for Award Management (SAM) and ensure the NAICS Code for this solicitation is active on their SAM Profile. Failure to comply with SAM registration will deem the offeror ineligible for award.

Amendment 0003: The purpose of this amendment is to add "Attachment 7 -  AFE FY27 Q&A (Amendment 0003)" which provides answers to submitted questions. The answers to CBA clarification questions are still pending and will be updated on a later amendment.

Amendment 0004: The purpose of this amendment is to extend the due date of submissions from 7 August 2026 to 13 August 2026 and add the updated Questions and Answers attachment with the clarifications of the Collective Bargaining Agreement.
