The County of Orange, New York, is seeking qualified architectural and engineering consulting firms to provide services for various development projects at the Orange County Airport, located at 500 Dunn Road, Montgomery. The primary goal is to enhance the safety, efficiency, and overall development of the airport in alignment with the 2025 Airport Master Plan Update. The projects anticipated under this RFQ include runway and taxiway rehabilitations, runway extension, lighting upgrades, roof replacements, land acquisitions, obstruction removal, and equipment procurement, with funding potentially sourced from FAA grants through the Airport Improvement Program. The contract duration is set for three years, with the possibility of two additional one-year extensions, and the total project value ranges from five million to twenty million dollars. Firms are required to submit Statements of Qualifications by November 12, 2025, demonstrating their experience, key personnel, and compliance with FAA regulations, including adherence to FAA Advisory Circular 150/5100-14E. The RFQ emphasizes strict compliance with federal, state, and local laws, including the County’s Pay-to-Play Law, which restricts contracts with entities making certain campaign contributions to county officials. Applicants must submit detailed disclosure forms regarding campaign contributions and business ownership, and complete responsibility questionnaires to verify their integrity and legal standing. The selection process involves evaluating firms based on their qualifications, experience, and responsibility, with particular attention to their ability to coordinate with FAA requirements and environmental considerations. The procurement process is designed to ensure transparency and adherence to all applicable regulations, with the potential for multiple awards depending on project scope and firm qualifications. The overall initiative aims to maximize the safe and efficient development of the airport infrastructure in accordance with federal guidelines and local policies.
