The airport serves approximately 11 million passengers annually and is a key transportation hub in Southern California, with twelve commercial airlines providing nonstop service to over forty destinations across the United States, Canada, and Mexico, alongside two all-cargo carriers handling over 16,000 tons of freight in 2024. The solicitation, numbered 280-3026801-CP, was posted on July 14, 2026, and responses are due by August 4, 2026, with the contract administration office located in Santa Ana, California. The solicitation will result in the creation of a Qualified Vendor List that will be renewed every three to five years to allow ongoing competition and participation by qualified firms. While no specific contract value is disclosed, the procurement is federally funded through the Federal Aviation Administration and is subject to compliance with 49 CFR Part 26, requiring contractors to report and meet Disadvantaged Business Enterprise participation goals. DBE credit is awarded at 100 percent for subcontractors and manufacturers and 60 percent for materials and supplies vendors, with all DBE firms required to be certified through the California Unified Certification Program. The scope of services includes design and engineering support for IT systems critical to passenger processing, communications, security, and cargo operations, though detailed deliverables, performance specifications, and technical standards are not explicitly outlined. The solicitation does not specify evaluation factors, award basis, or cost or pricing data, and no packaging, inspection, delivery, or invoicing procedures are detailed. Proposal format requirements, page limits, or submission methods are also not defined, and no formal FAR clauses or contract administration details such as contracting officer or COR information are provided. John Wayne Airport, owned and operated by the County of Orange, is the only commercial airport in Orange County, California. JWA is located approximately 35 miles south of Los Angeles, between the cities of Costa Mesa, Newport Beach, and Irvine. JWA serves a population of approximately three million people in 34 cities and the unincorporated areas of Orange County. JWA is one of five airports providing commercial air transportation services in the Southern California/Los Angeles basin. Twelve commercial airlines operate at JWA, offering nonstop service to more than 40 destinations in the United States, Canada, and Mexico. In 2024, JWA served approximately 11 million passengers. Two all-cargo carriers operate at JWA, carrying approximately 16,231 tons in 2024. The majority of flight operations are generated by privately owned and operated general aviation aircraft. Services offered to the general aviation community range from full-service Fixed Based Operators to specialized service providers. John Wayne Airport intends to pre-qualify firms to provide Airport IT Systems Design Services. To satisfy this need, it is John Wayne Airport's intent that this RFQ process will enable the County to establish Qualified Vendor Lists (QVL) to provide those services. The QVL is typically renewed at least once every three to five years to give additional firms an opportunity to participate. The County reserves the right, at its sole discretion, to make multiple awards to respondents for services requested in this solicitation.

Prequalification for Job Order Contract (JOC) for General Construction Services
Solicitation # 280-3130501-TS-B
The County of Orange is seeking pre-qualified contractors for a Job Order Contract (JOC) to provide general contracting services at John Wayne Airport. This two-step procurement process begins with a pre-qualification phase, requiring firms to submit electronic applications by September 16, 2026, via the County's online bidding system. Evaluation is based on a points-based system considering CSLB license status, bonding rates, and a history of public project completion. Only pre-qualified contractors will be eligible to bid on the project, with the final award granted to the lowest bidder based on a weighted award formula that accounts for work in both secured and non-secured airport areas. The contract is an indefinite-quantity aggregate agreement with a not-to-exceed amount of $2,666,666, though some documents reference an aggregate limit of up to $8,000,000. Pricing is managed through a Construction Task Catalog (CTC) where bidders provide adjustment factors applied to pre-priced tasks. The scope includes all labor, materials, and services necessary to complete individual job orders, which are defined through joint scope meetings. Key requirements include the provision of Gantt chart schedules, as-built records, and strict adherence to California prevailing wage laws and security clearance protocols for airport access. Payment terms are net 30 days, and the contract requires both 100% performance and payment bonds.
