AIRPORT SITE PLAN CONSULTANT

The Southern California Logistics Airport Authority (SCLAA) is seeking a qualified consulting firm under solicitation MS27-038 to develop conceptual site plans and professional visual marketing materials for aeronautical and non-aeronautical development opportunities at the Southern California Logistics Airport. The objective is to create high-quality 3D architecture graphics, aerial site overlays, and visual storytelling tools to support business development and outreach. This work is strictly conceptual and marketing-oriented, meaning final design or construction drawing plan sets are not required. All conceptual plans must comply with FAA Part 77 surfaces and other state and local regulatory requirements. The resulting agreement will have an initial one-year term with the possibility of four optional one-year extensions. Proposals are due by October 14, 2026, and will be evaluated based on the depth of understanding of SCLAA's needs, the quality of provided visual examples, the qualifications of key personnel in aviation and warehousing environments, and administrative acumen. Selected consultants must maintain a City of Victorville business license, carry at least one million dollars in commercial general liability insurance, and comply with California prevailing wage laws and DIR registration requirements. Deliverables must be provided in PDF and CAD formats, including electronic source files such as DWG, SHP, or GDB.
