F-15E Flat Panel Multipurpose Display (FPMPD)
Solicitation # FD206027XXXX
The Department of Defense, through the AFSC PZAAB at Robins AFB, is conducting market research via a sources-sought request to identify capable providers for depot-level test and repair services of the F-15E Flat Panel Multipurpose Display (FPMPD), identified by Part Number 114000-39 and NSN 1270-01-673-7123FX. The objective is to sustain the FPMPD through its extended operational life ending in FY2041, which includes resolving obsolete parts and investigating deficiency reports and material improvement projects. While Collins Aerospace is the original equipment manufacturer and known sole source due to proprietary technical data and specialized tooling, the government is seeking potential sources with the expertise to meet strict performance parameters, including high-resolution, contrast uniformity, and sunlight readability, in accordance with Collins Aerospace drawing 114000 and USAF Technical Orders. The selected contractor must furnish all necessary materials, tools, and test equipment, ensuring that replacement parts equal or exceed original quality. Respondents must provide a comprehensive capability survey detailing their business size under NAICS 334511, socioeconomic status, and foreign ownership, control, or influence. Critical compliance requirements include the implementation of DFARS 252.204-7012 for safeguarding covered defense information, the maintenance of a Continuity of Operations Plan, and the ability to handle classified material. This request is for informational planning and budgetary forecasting purposes only and does not constitute a contract award. Responses are due by the specified deadline to the designated points of contact.

The End of Amendment 1 /////////////////////////////////////////////////////////////////////////////////////// This Market Survey Announcement in Beta.SAM.gov replaces the previous Market Survey No. 34628 that has been posted in FAACO. Purpose and Background The purpose of this market survey is for the Government to: (1) gain an understanding of the market, (2) determine the level of competition, (3) determine if a select number of existing parts within the ASR-9 antenna assembly can be replicated, and (4) obtain price information. Interested vendors are encouraged to respond to this market survey in accordance with the instructions herein. The Federal Aviation Administration (FAA) has a requirement to replace up to 40 units each of the radiating assembly and the pedestal for existing ASR-9 antennas at locations throughout the United States. The FAA needs to replace portions of the ASR-9 antenna due to corrosion, parts obsolescence, and lack of repairable inventory. The ASR-9 antenna utilizes an S-band (2700-2900 MHz) conical-horn reflector, as well as a dual-beam feed array. Additional components include a large structural metal mount assembly (pedestal), rotation equipment including a gearbox and motors (rotary joint), and the necessary control hardware (antenna control box). The portions that the FAA needs to replace are the radiating assembly and the pedestal only. It is the intent of the FAA to replace these components with identical reproductions of the existing design, per design detail attachments listed in Section 10 of the Market Survey. The antenna is part of the ASR-9 system, a surveillance radar that provides aircraft position and weather information to automation systems for air traffic controllers. The system was procured in the mid-1980s and fielded between 1989 and 1994, and has exceeded the expected 20-year lifecycle. There are 135 fielded ASR-9 systems that consist of 121 FAA operational sites, seven Department of Defense sites, and seven support systems. The antenna components acquired through the contract will need to be tested with one First Article delivery projected date of Quarter 1 GFY 2023. The antenna components will be delivered to the FAA by the Quarter 1, Government Fiscal Year (GFY) 2026. All testing shall be conducted in accordance to existing test procedures. After all tests have been conducted per existing test procedures, and with the approval of the FAA, the FAA will take delivery of the antenna components at Government-specified facilities. The period of performance is six years. North American Industry Classification System (NAICS ) Code The Government has identified the following NAICS codes as the most applicable and appropriate for this requirement: 334511'Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing; 488190 - Other Support Activities for Air Transportation; 334419 - Other Electronic Component Manufacturing; 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing; 811219 - Other Electronic and Precision Equipment Repair and Maintenance; 334515 - Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. Export Control Primary radar technology and associated documentation is subject to U.S. export controls. Access to export controlled information needed to adequately respond to this market survey can be found in Attachments 3 through 12. Attachments 3 through 12 contain export-controlled information and have been deemed as sensitive unclassified. Instructions to obtain Attachments 3 through 12 can be found in the Attachment 13. The Attachments 3 through 12 will only be provided to vendors that register on beta.SAM.gov Contract Opportunities website (https://beta.sam.gov ). FAA Acquistion Management System (AMS) The Federal Aviation Administration's Acquisition Management System (AMS) applies to this procurement in place of the Federal Acquisition Regulation (FAR).
