Full Description

The U.S. Department of Homeland Security, Office of Procurement Operations (OPO), on behalf of the Office of the Chief Human Capital Officer, intends to negotiate a sole-source purchase order with AIRS Rightthing, Inc. for the procurement of five (5) SourcePoint Software License subscriptions. The period of performance will be one year. The purpose of this acquisition is to acquire a search tool that will provide three major enterprise-wide capabilities: (1) web-based resume search capabilities, (2) a web-based people search capability through a network of partners and associates, and (3) the capability to broadly or narrowly refine searches as needed for specific offices to share. The software subscription includes: (1) Engage / CRM database: a database for single and flexible management of candidate contact and marketing. (2) Total View Resume Engine: for simultaneous search of internal, external, active and passive resume databases. (3) People Search: a detailed passive-candidate database available online with access to over 40 million passive candidates. (4) SearchBuilder: for complete automation of the resume sourcing process. (5) OFCP Compliance Tools: for automated record keeping of external resume sourcing activities. (6) Training and Configuration during the 1st 30 days of subscription: consists of one (1) private users training, upload of up to five (5) letter templates, uploads of up to five (5) spreadsheets and creations of up to five (5) agents. Responses to this notice must be received no later than 12:00 noon Eastern Standard Time Tuesday, Feb 2, 2009. This notice of intent is not a request for competitive proposals or a solicitation of offers. However, firms that believe they can provide comparable software in its entirety must submit a written notification of interest and capability to the Contract Specialist by the date and time indicated. Determination by the Government not to compete this proposed action based on responses to this notice is sole within the discretion of the Government.
