The Alamogordo Flood Control Project, McKinley Channel Phase VIII, is a federally funded construction effort set in Otero County, New Mexico, focused on flood mitigation through channel improvements. This project involves the construction of approximately 2,000 linear feet of reinforced concrete-lined channel or concrete box culvert along the McKinley Channel, divided into two main sections beginning at the intersections with First Street and Scenic Drive, respectively. The channel design transitions between trapezoidal and rectangular sections and incorporates additional features such as splitter walls, access ramps, and a debris catch basin. The intent is to control floodwaters from McKinley Canyon through developed areas of Alamogordo, enhancing drainage west of the city while addressing utility relocations necessary for construction within residential and confined work areas. The procurement is a Small Business Set-Aside under NAICS code 237990, with an estimated construction magnitude between $10 million and $25 million and a size standard of $36.5 million. The acquisition will be conducted as a Best Value, Lowest Price Technically Acceptable Request for Proposal leading to a firm-fixed-price contract. Bonding is required, and interested small business offerors must be registered in the System for Award Management (SAM). The solicitation will be issued and managed electronically via the Federal Business Opportunity (FBO) website, where all technical data and amendments will be posted. Proposals are expected roughly 30 days after solicitation issuance, highlighting the need for offerors to monitor the site regularly. The project timeline and award are subject to change based on funding availability, with technical inquiries directed to designated contacts within the U.S. Army Corps of Engineers.
