The Department of Defense, through the US Army Corps of Engineers Seattle District, awarded a firm-fixed-price contract to Alco Investment Company for the urgent fabrication and replacement of copper alloy packing rings for the Albeni Falls Dam Unit 1 main generating unit. This action was taken under the authority of 10 U.S.C. 3204(a) due to unusual and compelling urgency. During scheduled maintenance for turbine blade seals, it was discovered that the original packing rings were severely distorted and cracked due to age and wear, making refurbishment impossible and requiring full replacement to return the unit to service. The contract, valued at 90,344.00 dollars, was expedited to ensure the unit was operational by October 1. Meeting this timeline was critical to avoid significant environmental risks to Bull Trout, prevent the loss of power generation revenue, and mitigate safety risks related to spillway gate operations. The work is performed in Oldtown, Idaho, under NAICS code 332996, with the procurement managed by the Seattle District office.

This contract action was awarded under other than full and open competition using the authority of 10 U.S.C. 3204(a); RFO 6.103-2 (Unusual and compelling urgency).

Albeni Falls Dam's Unit 1 main generating unit is currently offline for scheduled maintenance and replacement of its turbine blade seals. During unit disassembly, the project crew discovered that the original copper alloy packing rings were severely distorted and cracked as a result of previous repairs, age, and long-term mechanical wear. Because of the extent of this physical damage, refurbishing or repairing the existing rings is not feasible, requiring a complete replacement to restore the unit to service. The contractor was able to meet the urgent timeline to get Unit 1 back in services as soon as possible. See Justification attached.
