ALBus Assembled Solar Panels

NASA/GRC has a requirement for ALBus assembled solar panels. NASA/GRC intends to purchase the units solely from Pumpkin, Inc. The Advanced Electrical Bus (ALBus) CubeSat project is requesting procurement of assembled solar panels (5 base panels and 3 option panels.) The panels will provide additional power to the CubeSat satellite, complementing the body mounted solar arrays that were provided with the existing hardware at the beginning of the project. The CubeSat satellite requires additional power generation, to be provided by the procured arrays, in order to meet mission objectives which were established after the existing CubeSat hardware was provided to the project. In order to work with the existing hardware the procured solar panels must have the same mechanical and thermal properties and electrical performance as the existing hardware and the development testing interfaces to ALBus hardware. The existing hardware is from Pumpkin, Inc. who has a proprietary process for manufacturing and assembling the panels. Pumpkin, Inc is the only manufacturer of these solar panels and they have no other distributors in the United States. THIS IS NOT A REQUEST FOR QUOTE THIS IS A SOLE SOURCE SYNOPSIS. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 8/14/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
