Alcohol and Controlled Substances Testing

Nature of Project The Commissioners Court of Nueces County (hereinafter called the “County”) will accept sealed competitive proposals for Alcohol And Controlled Substances & Specimen Testing Program In accordance with the Specifications and other Contract Documents prepared by the County. The purpose of this RFP is to solicit proposals for providing assistance in the development and implementation of an alcohol and controlled substances testing program (herein referred to as “the program”) for approximately 30 drivers employed by the County who operate commercial motor vehicles and are subject to testing for alcohol misuse and controlled substances use under the Federal Motor Carrier Safety Administration (FMSCA) testing program rules (“Clearinghouse”, 49 CFR Part 382, Subpart B). The RFP also requests support with a controlled substances testing program that includes testing for about 750 safety-sensitive employees (as mandated by the Drug-Free Workplace Act of 1984) and up to 1,200 employees on a reasonable suspicion basis. The County’s objective is to enter into an agreement that will provide comprehensive services for the program, including breath alcohol and split urine sample-controlled substances testing of covered drivers; Physical Exams, Respirator Fit Testing, Immunization, Laboratory Services, Vision Screening, Audiometric Testing, Medical Review Officer (MRO) services for controlled substances test, and other direct related services requested by the County. This RFP was developed pursuant to the testing requirements set forth in regulations implementing the Omnibus Transportation Employee Testing Act of 1991 as it related to County employees required to hold a commercial drivers’ license to operate a commercial motor vehicle (49 CFR 40 and CFR 382). The term of the contract shall be for thirty-six (36) months, with the option to renew. Each renewal, if mutually acceptable to the Contractor and Nueces County, will be in twelve (12) month increments, not to exceed two (2) additional years past the initial term. In the event this contract expires before another contract is awarded, the Contractor shall extend the contract on a month-to-month basis by mutual agreement.
