This contract pertains to the construction of a new Wet Weather Pump Station for ALCOSAN, with a solicitation number of 1800-G, posted in June 2025 and scheduled for bid submission by August 15, 2025. The project involves a comprehensive scope of work on a 100,000 square foot site located in the southeastern corner of the plant, including extensive underground and above-ground demolition, rock reinforcement, slurry wall construction, rock blasting, excavation, and concrete work totaling approximately 35,000 cubic yards. The design features a 200-foot deep shaft with a diameter of 115 feet, a 16-foot thick base mat foundation, and a multi-story pump house supported on deep micro-piles. Additional elements include the installation of process piping, ventilation systems, waterproofing, coatings, and multiple cranes and hoists, with site finishes such as paving and landscaping. The project also encompasses the construction of full-depth stair towers, hoists, elevators, and various mechanical and electrical systems, all within a 64-month timeline, with a planned award date of September 25, 2025. The bidding process is structured into 25 line items, covering the base scope, additional scope-specific quantities, contract coordination, and allowances, with detailed responsibilities assigned to various team members specializing in site work, concrete, metals, roofing, and process mechanical systems. The project is governed by a Project Labor Agreement and requires adherence to prevailing wage rates, with specific rules on sales tax exemptions and escalation costs for labor, materials, equipment, and subcontractors to be incorporated into the bid. Notably, river access is prohibited, and the project will be awarded through a competitive process managed by the Urban Redevelopment Authority of Pennsylvania. The contract emphasizes compliance with specifications, safety, and project scheduling, ensuring all bidders account for potential cost escalations and include comprehensive proposals aligned with the detailed scope of work.
