Full Description

The Naval Air Systems Command intends to issue a delivery order under Basic Ordering Agreement N00019-12-G-0006 to the Bell Boeing Joint Program Office, 401 Tiltrotor Drive, Amarillo, TX 79111 on a sole-source basis to perform the non-recurring engineering necessary to perform two-modifications documented in Engineering Change Proposal (ECP) V-22-0782 for the MV-22B and rapidly installed in Block B aircraft for combat operations. Eighteen-(18) early manufactured Block aircraft, Build Numbers D0050 through D0069 will to be modified with AN/ALE-47 Countermeasures Dispensing System (CMDS) and Wiring Integration Assembly (WIA)-26 kits. This action is being awarded on a sole source basis to the Bell Boeing Joint Program Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort within the required schedule. Also, Bell Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
