The Department of Homeland Security intends to award a sole source purchase order to Bruker Detection Corporation (Bruker), 40 Manning Road, Billerica, MA 01821. The requirement will be awarded in the amount of $99,106, utilizing the authority set-forth under FAR 6.302-1(a)(2) "Only one responsible source and no other supplies or services will satisfy agency requirements" under the authority of Citation 10 U.S.C. 2304(c)(1) or 41 U.S.C.253(c)(1), with a period of performance of eight months after award. The Government has a requirement for algorithm development of the Bruker handheld stand-alone detectors, called uRAID, in order to meet current Government needs for methyl bromide detection during incoming cargo container inspections at various points of entry to the United States. The current algorithm is proprietary to Bruker, and the Government knows of no other contractor capable of meeting the Governments need for methyl bromide detection in a hand-held device previously independently tested by DHS S&T. Interested sources may submit a letter via email to the Contracting Officer identifying their interest and capabilities to respond to this requirement. Responses must be received no later than September 28, 2012, 4:30PM EST. A determination to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is not a request for proposals or quotations.
