All Seasons Organics Initial Study/Mitigated Negative Declaration

The California Department of Cannabis Control is overseeing the development of All Seasons Organics, a mixed-light commercial cannabis cultivation, nursery, and distribution facility located on an 11.04-acre site at 1054 Merriam Road in Stanislaus County, California. The project is designed to be implemented in four phases over three to five years, beginning with the construction of 12 greenhouses and temporary support structures in Phase 1, followed by an additional 12 greenhouses in Phase 2, distribution activities for on-site grown plants and cannabis in Phase 3, and a final 12 greenhouses in Phase 4. The total facility will comprise 36 greenhouses and four existing accessory buildings for office, processing, and distribution activities. To ensure regulatory compliance, the Department of Cannabis Control, with support from Montrose Environmental Solutions, prepared an Initial Study and Mitigated Negative Declaration. This environmental review adheres to the California Environmental Quality Act and evaluates impacts on air quality, biological resources, hydrology, and tribal cultural resources. Key regulatory oversight includes the California Department of Fish and Wildlife, which raised concerns regarding the western burrowing owl, and the Central Valley Regional Water Quality Control Board, which focused on water quality and permitting. The project is scheduled for a construction start date of January 1, 2025, with an operational target of 2026. Administrative management is led by Environmental Program Manager Kevin Ponce, and the project requires a Use Permit and Development Agreement from the Stanislaus County Board of Supervisors.
