The NCI requires a platform or device that enables rapid automated imaging and enumerating of FISH signals in cells derived from different sources (cell lines, Thinprep slides, cytospins of disintegrated formalin-fixed paraffin-embedded (FFPE) material, sections of FFPE material and routine diagnostic cytological preparations). The NCI Center for Cancer Research (CCR) laboratory has developed a novel technique to multiplex 15 FISH probes within the same cell which involves subsequent hybridization and relocation of cells in between hybridizations (FISH-after-FISH application). This approach allows the analysis of tumor heterogeneity and cell clonality. Automated evaluation for this technique requires specific software. Another major project in the lab is the evaluation of Thinprep samples of cervical dysplasias with a FISH probe for the gene of the human telomerase RNA component TERC on chromosome 3q to determine whether women with dysplasia would require additional, expensive and invasive (surgical) follow up. The automated system must have the capability to scan a complete Thinprep slide (up to 100,000 cells) for a three-color probe set within less than five hours, store and save these images. The NCI CCR anticipates award of a firm fixed price, non-competitive order to BioView (USA) Inc. to provide the equipment and accessories described above. Only BioView has the equipment and software to perform these tasks describe. The supplies herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. The equipment shall be purchased within 1 week after the close of this Presolicitation Notice. This procurement will purchase the following equipment: DESCRIPTION/QUANTITY - Allegro Plus Automated Scanner with 8-Slide Tray 1 each - Cervical Scanning Applications 1 each - FISH after FISH Scanning Application 1 each - Tissue FISH Application 1 each - Target FISH Application 1 each - Research Mode 1 each - Solo Offline Workstation 1 each - Solo Offline Workstation Software 1 each - Long Life Fluorescent Lamp 1 each This notice is not a request for competitive quotations. However, if any interested party believes it can meet the above requirements, it may email the Contracting Officer a statement of capabilities at the address below. The statement of capabilities and any other information furnished must be in an accepted format (i.e. Microsoft Word, Adobe Acrobat) and must contain material in sufficient detail to allow the NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 4:00 PM ET, on July 12, 2014. For further information, please contact Howard Cyrus, Contracting Officer via electronic mail at hc163b@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. No faxed capability statements will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) thru sam.gov.
