Alloy Steel Tubing for Watervliet Arsenal

The contract is for the procurement of 71 units of seamless alloy steel tubing conforming to AMS-6484 specifications with dimensions of 7.75±.062 inch outer diameter, 5.75±.062 inch inner diameter, and 9.0±.50 inch length. Each unit must be accompanied by seamless certified test reports and contract data prepared in accordance with DD Form 1423 (Exhibit A) and the General Data Drawings (Attachment A). The requirement is set aside entirely for small businesses under FAR 19.5, and solicitations must comply with all representations and certifications in SAM, including active registration, Buy American compliance, and disclosure of covered telecommunications equipment. All deliveries are due 90 calendar days after award to the Watervliet Arsenal facility in New York, with FOB destination terms requiring the contractor to bear all transportation costs. Inspection and acceptance occur at the destination and are deemed effective 30 days after delivery unless otherwise contested. The contract is awarded on a firm fixed price basis with evaluation based solely on the lowest responsive offer that passes mandatory pass/fail gates for material compliance and contractor responsibility under FAR 9.104. Offers must include the full quantity of all items; partial offers are rejected. Contractors must maintain compliance with strict packaging and marking standards per MIL-STD-129 and MIL-STD-130, including machine-readable identification verified with approved automatic identification technology. Invoicing and payment must be processed through the Wide Area Workflow (WAWF) system with specific DoDAACs and ship-to codes identified, and all personnel accessing the installation must comply with stringent security protocols including background checks via NCICIII and TSDB databases per Army Directive 2014-05. The contract includes multiple FAR and DFARS clauses, some modified by deviations, addressing whistleblower rights, convex labor prohibitions, executive compensation reporting, trafficking in persons, DEI discrimination, hexavalent chromium, and other critical compliance areas. Electronic proposals must be submitted to Evan Caulfield by the June 22, 2026 deadline, with no discussions planned, meaning offerors must fully comply with all terms or risk rejection.
