Solicitation # F16CD_AN_APG_Radar_NSN1270012383662_PN_758R990G01
This sources-sought notice issued by the Department of the Air Force, FA8122 Afsc Pzaab, seeks qualified sources for the repair of the Dual Mode Transmitter (NSN 1270-01-238-3662, P/N 758R990G01) used in the F-16 C/D Model AN/APG-68 Radar. To become a qualified source, offerors must notify the government of their intent and certify they possess the necessary facilities, equipment, and personnel for repair, inspection, testing, packaging, and storage. Qualification requires verifying a complete data package, including manufacturer drawing 758R990G01, and demonstrating compliance with Unique Identification requirements and ESA-approved engineering data. Offerors are responsible for the costs of developing a qualification test plan, conducting performance and environmental evaluations, and providing a pre-contract award qualification article for form, fit, and function evaluation. The qualification process is estimated to cost approximately 10,000 dollars and take 1,465 days due to the complexity of the transmitter. While full qualification is generally required for contract eligibility, waivers may be granted to sources that have previously supplied the item to the government or OEM, or those qualified to provide similar assemblies or previous dash numbers of the same part. Technical data for the transmitter includes a comprehensive Repair Data List featuring schematic diagrams and test specifications for various subassemblies, such as the high voltage power supply and RF monitor. The solicitation was posted on June 2, 2026, with a response deadline of December 1, 2028.

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to provide depot-level testing of the ALR-56M 5995-01-466-6451EW Digitally Tuned Oscillator (DTO) Repair PR FD2060-25-00016. Participation in this requirement is limited to DoD and U.S. DoD Contractors only. This survey covers the following item: Item NSN PN Digitally Tuned Oscillator (DTO) 5995-01-466-6451EW 9815241-101 RMC = Repair Method Code RMSC = Repair Method Suffix Code RMC R3 - Repair, for the second or subsequent time, directly from the actual manufacturer. RMSC B = This part must be repaired by a source(s) specified on a source control or selected item drawing as defined by the current version of ASME Y14.100, Engineering Drawing and Related Documentation Practices. Suitable technical data, Government data rights, or manufacturing knowledge is not available to permit repair by other sources. Although, by ASME Y14.100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. If one source is available, RMCs 3, 4, or 5 are valid. If at least two sources exist, RMCs 1 or 2 are valid. The original equipment manufacturer for this item is General Microwave Corporation (11332 CAGE), which maintains its configuration by part number and software version. The Government does not own any production level technical data in support of this requirement. As a result, General Microwave Corporation is the only known source with adequate knowledge of the ALR-56M 5995-01-466-6451EW Digitally Tuned Oscillator (DTO) performance requirements and possession of the required technical data and capabilities needed to repair this item and ensure compatibility of the equipment. Furthermore, the costs associated with qualifying another repair source as well as the verification costs would be prohibitive and significantly delay the timeline to put a repair contract in place. Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all equipment required at their facility or a subcontractor's facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. Interested sources may identify their interest and capability to respond to the requirements. Interested sources must maintain facilities and cleared personnel for manufacturing, handling, storing, and maintaining information and operating systems with security classifications up to and including Secret. The ALR-56M 5995-01-466-6451EW Digitally Tuned Oscillator (DTO) must meet form, fit, function, and interface requirements as referenced in per T.O.12P3-2ALR56M-34. However, the Government does not own the data or the rights to the data needed to compete the repair of this part. It has been determined to be uneconomical to reverse engineer the data, qualify a new source, or buy the data and/or data rights. General Microwave Corporation is the only known supplier for these NSNs.
