This presolicitation notice relates to the previous notice N00019-26-RFPREQ-TPM265-0801 that was issued on 14 August 2026, which is currently in an Inactive status. The Naval Air Systems Command (NAVAIR) intends to negotiate and award a cost plus fixed fee type task order under the Boeing Corporate Basic Ordering Agreement (BOA) N0001926G1002 on a sole source basis to The Boeing Company (TBC).  TBC is the sole designer, developer, and integrator of the rain erosion tape for the Leading-Edge Flap (LEF) of the F/A-18 aircraft.   The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) and Federal Acquisition Regulation (FAR) 6.302-1, “Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements” for the proposed action.    Only TBC possesses the technical data necessary to fulfill the requirements listed above.  The Government does NOT own a complete F/A-18 drawing package with Government Purpose Rights. 


The issuance of the contract will fall within statutory authority of Title 10, U.S.C. Section 3204(a)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”



THIS IS NOT A REQUEST FOR PROPOSAL.
