NASA's Armstrong Flight Research Center has issued a Cooperative Agreement Notice focused on developing a prototype airborne surveillance system with low cost, size, weight, and power (C-SWaP) designed to detect and track non-cooperative aircraft. This system is intended to support Unmanned Aircraft Systems (UAS) Detect and Avoid (DAA) capabilities. The project is being managed by the UAS Integration in the National Airspace System (NAS) initiative and aims to collaboratively develop and demonstrate this technology through a cooperative agreement. NASA anticipates awarding one cooperative agreement with a performance period of up to three years. The recipient is expected to be a commercial firm due to the substantial cost-sharing requirements, and under NASA policy, commercial recipients are not eligible to receive a profit from the agreement. Interested parties must monitor the NSPIRES website for the release of the full solicitation details, including due dates and submission instructions. Proposals must be submitted electronically by the stated deadline to be considered. Eligibility criteria and other important provisions are outlined in the solicitation, which will be governed by Title 14 CFR Part 1274. Points of contact for questions include a designated Contracting Officer and Agreement Officer, both reachable via NASA email addresses. This initiative supports the broader goal of enhancing beyond-visual-line-of-sight UAS safety and integration into the national airspace through innovative surveillance technology.

This solicitation is being released by The UAS Integration in the National Airspace System (NAS) project, or UAS-NAS Project. The purpose of this cooperative agreement (CA) is to conduct a shared resource project that will develop, demonstrate and support the further development of a prototype airborne low C-SWaP surveillance system that can detect and track non-cooperative aircraft for use within a UAS DAA system. Complete details (to include due dates) can be accessed via the following steps: 1. Open the NSPIRES homepage at http://nspires.nasaprs.com/ 2. Select "Solicitations" 3. Select "Open Solicitations" 4. Select " NND17617089C" NASA AFRC anticipates award of one (1) cooperative agreement as a result of the CAN.
