The U.S. Army Corps of Engineers Baltimore District is preparing to award a single firm-fixed-price design-bid-build contract for the stabilization of the rock wall at Alvin Bush Dam in Kettle Creek, Clinton County, Pennsylvania. The project, with an estimated construction value between $10 million and $25 million, aims to address the deterioration of a nearly 62-year-old rock wall adjacent to the dam’s spillway that has eroded significantly and threatens the integrity of the nearby roadway. The contract will include the construction of two reinforced concrete rock-anchored walls to prevent further erosion and rock fall within the spillway, which poses a risk to Kettle Creek Road. Additional work encompasses drainage improvements, paving, grading, installation of access roads, stairs, railings, fencing, and other incidental tasks necessary to complete the stabilization. The contractor will also be responsible for securing all necessary permits to perform the work, including at minimum a permit from the Pennsylvania Department of Environmental Protection for National Pollution Discharge Elimination System compliance. The solicitation will be released on or around February 12, 2026, via the Procurement Integrated Enterprise Environment (PIEE), with proposals due by February 11, 2026. The contracting activity is managed by the USACE Baltimore District office, with Clark Miller listed as the primary contact. The procurement will follow the Federal Acquisition Regulation parts 14 and 36 procedures and applies the NAICS code 237990 for specialty trade contractors.
