AM27-115 Holt Canyon Water Catchment Project

The State of Utah Division of Purchasing, on behalf of the Division of Wildlife Resources and the United States Forest Service, is soliciting bids for the Holt Canyon Water Catchment Project (AM27-115) in Washington County, Utah. The project requires the installation of one 80,000-gallon water catchment and storage facility, consisting of a 170 by 220-foot HDPE membrane catchment apron, a corrugated steel ring storage tank with a concrete floor and metal roof, and associated plumbing, including a 10-inch weather-resistant inlet pipe and a 12-inch overflow pipe. The contract is scheduled to run from October 10, 2026, through April 30, 2027, with a strong preference for completion before winter to maximize moisture collection. The contract will be awarded to the lowest cost responsive and responsible vendor on a total project cost basis, which must include all labor, equipment, materials, mobilization, and operating costs. Vendors must guarantee their pricing for the duration of the project and comply with strict technical specifications, such as ensuring the sub-grade is free of stones exceeding 0.375 inches and avoiding the use of bituminous products on the liner. Payment will be issued as a single lump-sum final payment following a final inspection. Required certifications include E-Verify participation, anti-boycott compliance, and the maintenance of specific insurance limits, including 1 million dollars per person per occurrence and 3 million dollars aggregate for commercial general liability.
