The Department of Defense, specifically Hq Acc Amic, has issued an award notice for Amazon Web Services under solicitation NetCentsRFQ203854. This contract is essential for the Joint Warfare Analysis Center to implement its Common Computing Environment methodology, which requires a seamless transition of development work from unclassified networks to classified production environments. AWS was selected as the sole provider because it is the only cloud service platform with the necessary DoD accreditations for both GovCloud US for unclassified work and Commercial Cloud Services for top secret operations. Other FedRAMP providers, including Microsoft, Google, and IBM, were deemed ineligible as they lack the required top secret accredited infrastructure necessary to support these specific security requirements.

Full Description

JWAC needs to use AWS because it is the single accredited cloud service platform selected by the DoD for GovCloud (US) (unclassified) and Commercial Cloud Services (C2S) (top secret). The JWAC Common Computing Environment (JCCE) methodology is to perform development on the unclassified network (JCCE-U) and to transition this development to the classified networks for production work. Only AWS has both an accredited unclassified cloud infrastructure (AWS GovCloud (US)) and a Top Secret accredited cloud infrastructure (AWS C2S). Therefore, JWAC must use AWS GovCloud (US) for development work and then transition the infrastructure to the top secret accredited AWS C2S cloud. The JCCE methodology cannot be implemented using Microsoft, Google, IBM or any other cloud service provider on Federal Risk and Authorization Management Program (FedRAMP) because none of the other cloud service providers on FedRAMP have an accredited cloud service infrastructure at the top secret classification level.

The government envisions an initial prototype deployment at two Continental United States (CONUS) Air Force installations, with potential options to scale across additional ACC sites based on performance. Technical requirements for the service include a detection and tracking range between 3 and 5 miles for Group 1–2 sUAS, a neutralization rate of 95% to 98%, and operational uptime of 95% to 98%. The system must be capable of independent operation for up to 96 hours and integrate seamlessly with Base Defense Operations Centers, Wing Operations Centers, and Joint C2 frameworks. Compliance with the DAF Risk Management Framework, Anti-Tamper standards, and Cybersecurity Maturity Model Certification benchmarks is mandatory, alongside adherence to 10 U.S.C. § 130i authorities.
