P-8 ARMS and NGTSSC COTS Spares - RAAF
Solicitation # N6134026Q1027
The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando is soliciting quotes for commercial off-the-shelf (COTS) spares to support the P-8 training system’s Automated Readiness Measurement System (ARMS) and Next Generation Training System Support Center (NGTSSC). These spares are intended for the Royal Australian Air Force (RAAF) P-8 aircraft platforms to facilitate realistic training and qualification exercises for pilots, aircrew, and maintainers. This procurement is a small business set-aside under NAICS code 334111 and is partially brand-name restrictive, requiring an exact match for specific manufacturers, part numbers, and configurations. All items must be new equipment procured from authorized sources and delivered FOB Destination to RAAF Base Edinburgh, South Australia, by May 21, 2027. The contract will be awarded as a firm-fixed-price order using the Lowest Price Technically Acceptable (LPTA) basis. Evaluation factors include price, technical acceptability, and past performance, with non-price factors rated as acceptable or unacceptable. The government will evaluate the combined total price of all line items, including all shipping and customs costs, and will apply a price preference for HUBZone small business concerns. Quotations must be submitted as three firm-fixed-price CLINs and include a completed Past Performance Questionnaire and proof of active registration in the System for Award Management (SAM). The total contract value is not expected to exceed the simplified acquisition threshold of 9 million dollars.

The AMC&D System Support Activity contract, solicitation number N00019-11-G-0004-2004, is an award issued by the Naval Air Systems Command under the Department of Defense. This procurement is structured as a Cost Plus Fixed Fee Level of Effort contract, a decision driven by significant uncertainties in the labor requirements and the inability to accurately estimate costs for a fixed-price agreement. The contract is designated under NAICS code 334111 and is managed out of Patuxent River, Maryland. The scope of the agreement involves providing comprehensive engineering, logistics, and program management support for the Advanced Mission Computer and Displays program for fiscal years 2012 through 2016. The Boeing Company was selected as the sole provider based on a Class Justification and Approval, as they possess the proprietary technical data and integration expertise necessary for the program. This sole-source approach was implemented to avoid substantial schedule delays that would have resulted from a competitive bidding process.

Full Description

The applicable contract type for this procurement is Cost Plus Fixed Fee (CPFF) Level of Effort (LOE). Several factors combined resulted in a decision that a CPFF LOE for the labor requirements would be in the best interest of the Government. The level of effort required to accomplish the tasks identified in the Statement of Work (SOW) contains many uncertainties; and therefore, do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract.
