THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement, with its attachments, constitutes the only solicitation; quotations are being requested. The Naval Air Warfare Center Aircraft Division (NAWCAD), Procurement Group, Patuxent River, MD intends to award a Firm-Fixed Price (FFP) contract, brand name specific, for renewal of Atlassian tools Jira, Confluence among various plugins to the Data Center licensing version (upgrade from server to Data Center), as well as upgrading from 250 users license counts to 500 user license counts. There are also new Atlassian tools (Bitbucket) and plugins being purchases along with the upgrade of existing software. Software purchase(s) includes 12 months of support from the vendor, and will fall in-line with existing POP dates, 10/26/2021. Atlassian tool suite is the preferred software tool utilized by the PMA-276 AURA program is already in use by the program. The statutory authority permitting other than Full and Open Competition in USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The procedures of FAR Part 12 and Part 13.5 will be utilized for this commercial brand name specific acquisition.
