White City, Oregon, Boiler Inspection Services Solicitation Base Year + Four Option Years
Solicitation # 36C26026Q0977
Solicitation 36C26026Q0977 is a total set-aside for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) to provide boiler plant inspection services for the VA Southern Oregon Rehabilitation Center and Clinics (VA SORCC) in White City, Oregon. The contract structure consists of a base year running from November 1, 2026, to October 31, 2027, with four subsequent one-year options extending through October 31, 2031. The primary scope of work involves performing yearly state-required inspections on three 250HP gas and oil-fired heating boilers, including Type A internal and external inspections and Type C external inspections under steam pressure. Additionally, the contractor must inspect a deaerator/feed water tank, a heat recovery tank, a condensate tank, and a bottom blow tank during Option Years 1 and 3. Technical requirements mandate that all work be supervised by a Qualified Professional Inspector holding valid Oregon state certifications and licenses. A critical requirement for Option Year 3 is the performance of non-destructive testing (NDT) in accordance with ASME and NBIC standards, which requires a certified inspector to be present for the results to be legally valid. The contractor is also responsible for witnessing and signing a safety device checklist per VA-SORCC procedures and providing written reports to Facilities Management Service. Award will be based on the most advantageous offer, evaluating technical approach, personnel qualifications, past performance, and total price for the base and all option years. Offers are due by October 28, 2026, at 5:00 PM PDT.

Amendment 0003 to Solicitation is to provide answers to questions that were missed from the original SA Procurement Questions and Answers. Please see attached SF30 1. Under Submittals, The Quality Control Plan calls for offer to describe if there have any existing 3rd party certificates? If an offeror holds one, is this looked favorably by the government? Answer- No 2. In regard to the new construction of the U.S. Courthouse Nueva St., San Antonio TX, is the Construction Contractor required to perform an inventory and properly label all of the equipment? If not, is this a requirement/responsibility of the awarded O&M contractor? Answer - Yes, Preventative Maintenance will be required when equipment is completed and accepted by GSA. The successful contractor will build the PM database per the contract. 3. Reference PWS Section B.3. Section states that Figure B-1 must be completed by the contractor and submitted to the CO 21 calendar days prior to the contract start. Question: should Figure B-1 also be filled out and included as part of our proposal submission? Answer-The B-1 is due when stated in the Spec, not with the proposal. ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ Amendment 0002 to Solicitation is to do the following: 1. Create Sections L.2.1 and H.10, and add the following language to each: Performance of Minimum Levels of Work In accordance with 13 CFR 125.6, under the set-aside award conditions of this contract, the small business prime contractor (offeror) is required to perform at least 50% of the work under this contract. This limitation ensures that otherwise ineligible businesses don't use small or disadvantaged businesses merely as vehicles to access set-aside contracts. The offeror agrees it will not pay more than 50% of the amount paid by the government to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. 2. Revised EXHIBIT C.1 Building Information Sheet_TX0501 San Antonio Federal Building 3.
