Amendment No. 2 to Revenue License Agreement No. 12-793 with West Valley MRF, LLC

The San Bernardino County Flood Control District is proposing Amendment No. 2 to Revenue License Agreement No. 12-793 with West Valley MRF, LLC. This administrative action extends the existing license term for an additional five years, effective from March 1, 2026, through February 28, 2031. The purpose of the amendment is to allow West Valley MRF, LLC continued non-exclusive access to approximately 2,352 square feet of the San Sevaine Channel maintenance access road. The area of performance is located in an unincorporated area of Fontana, California, specifically situated south of Napa Street and approximately 2,834 linear feet east of Ethvanda Avenue within APN 0229-291-59. This project has been granted a Notice of Exemption under CEQA Guidelines Section 15301 for existing facilities and Section 15061(b)(3) for general rule exemption, as the action is purely administrative and transactional with no expansion of use or significant environmental impact.
