Tribal Land Acquisition Grant Program FY27-28 RFR
Solicitation # BD-27-1042-ENV-ENV01-134124
The Tribal Land Acquisition Grant Program for FY27-28, solicitation BD-27-1042-ENV-ENV01-134124, is an open market reimbursement program administered by the Massachusetts Executive Office of Energy and Environmental Affairs. The program provides financial assistance to Massachusetts tribal governments and collaborating qualified non-profits to acquire land in fee or purchase perpetual restrictions, such as Conservation, Agricultural Preservation, or Watershed Protection Restrictions. The primary goal is to restore tribal relationships to ancestral lands and revitalize cultural lifeways, requiring that acquired lands be maintained in perpetuity in a natural, scenic, open, or agricultural condition. Maximum grant awards are $500,000 for land or restriction purchases and $50,000 for due diligence costs associated with land gifts. Applications must be submitted via the Grants Management System by December 17, 2026, and must include a project budget, USGS topographic maps, a full narrative appraisal (or market analysis for properties under $350,000), and documentation of tribal government eligibility. Proposals are evaluated based on stewardship planning, project quality, biodiversity protection, climate resilience, letters of support, and optional financial matching contributions. The estimated period of performance runs from February 15, 2027, through June 30, 2028. Notably, tribal governments must agree to a limited waiver of sovereign immunity for the enforcement of grant terms and land restrictions. Reimbursements are based on the lesser of the final purchase price or appraised value, and expenses incurred prior to contract execution are ineligible.

The Program Support Center (PSC), Strategic Acquisition Services (SAS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA), intends to award a 12 month sole source contract using simplified acquisition procedures to the Winnebago Tribe. The basis for this requirement is Federal Acquisition Regulation (FAR) Part 13. Purpose/Objective: The purpose of this acquisition is for the tribe participating in this U.S. Department of Health and Human Services, Indian Country Methamphetamine Initiative to partner with SAMHSA to increase the number of American Indians (AI) and Alaskan Natives (AN) who know their HIV/AIDS status through increased HIV/AIDS testing and to increase the number of individuals who know how HIV/AIDS is transmitted and/or how to prevent contracting HIV/AIDS through prevention education. The objectives of this project are as follows: - Reduce the stigma associated with HIV/AIDS through the development of a public awareness initiative. - Increase the number of individuals who know their HIV/AIDS status. - Increase the number of individuals who know how HIV/AIDS is transmitted and/or how to prevent contracting HIV/AIDS. The Winnebago Tribe is the only entity that can implement the Indian Country Meth Initiative on their Tribal land and receive funding for this tribe. Therefore, SAMHSA is partnering directly with the Tribe to implement this Methamphetamine Initiative. The Government knows of no other potential organizations that possess the skills and resources to perform the tasks within budget (less than $100,000) and within the required timeframe. This simplified acquisition is for services for which the Government intends to negotiate with only one source. Interested concerns may identify their interest in and capability to satisfy the requirement within 5 days after the date of publication of this notice. Capability statements may be submitted to Tia Gatling in Room 5-101, Parklawn Building, 5600 Fishers Lane, Rockville, MD 20857 or via email at Tia.Gatling@psc.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
