The United States Department of Agriculture – Rural Development intends to sole-source a firm-fixed-price contract to renew electronic access to publications issued by the American Phytopathological Society, ensuring 24/7 availability for all USDA personnel and on-site public users via IP authentication or another mutually agreed method. This action is justified under RFO 6.103-1, as the American Phytopathological Society is the sole provider capable of delivering unembargoed, perpetual electronic access to its proprietary content, a requirement that no other vendor can meet due to its exclusive ownership of the publications. The contract supports the National Agriculture Library’s mandate to maintain uninterrupted, long-term access to critical scientific literature for USDA and public users. The procurement is classified under NAICS code 519210 for Libraries and Archives and Product Service Code 7630 for Newspapers and Periodicals. Any potential provider wishing to challenge the sole-source determination may submit a capability statement by July 31, 2026, at 10:00 AM EST, demonstrating the ability to provide the exact same unembargoed and perpetual access to the American Phytopathological Society’s content. Submissions must be sent to Jennifer Ford at Jennifer.Ford2@usda.gov, and all information related to this presolicitation is managed through the Procurement Management Office of the Department of Agriculture in Washington, D.C.
