It is set aside exclusively for small businesses under NAICS code 541930, with a total potential contract ceiling of approximately $22.5 million if all options are exercised. The solicitation emphasizes a comparative source selection process, moving away from a lowest-price technically acceptable approach, and requires offerors to submit their best proposals by December 16, 2025, via electronic means through SAM.gov. Offerors must be registered in SAM prior to award and are encouraged to review the detailed performance work statement, which specifies the need for qualified interpreters capable of ensuring effective communication during scheduled and short-notice events. The solicitation incorporates numerous FAR and DFARS clauses addressing small business set-asides, cybersecurity, labor standards, environmental compliance, and prohibitions on certain foreign and covered telecommunications equipment. It mandates strict adherence to security protocols, including cybersecurity standards like NIST SP 800-171 and restrictions on using banned applications such as ByteDance products. The contract also includes provisions for options to extend services and the evaluation process has been updated to a comparative basis, considering factors beyond just price. Performance requirements include timely interpretation services, cultural and linguistic expertise, and compliance with accessibility standards, with inspections conducted at the destination locations. Administrative details specify that payments will be made via government purchase card, with contract administration managed by NAVSUP Fleet Logistics Center San Diego, and the work performed under FOB destination terms within the greater San Diego area. The solicitation emphasizes the importance of comprehensive proposal submissions, including certifications, representations, and adherence to all applicable clauses, standards, and security requirements, to ensure successful award and execution of these critical communication services.
