AI Contract Overview
The contract is for the procurement of four ammeters under solicitation SPE7M1-26-T-184M, with delivery required 150 days after award by December 14, 2026, to the Defense Logistics Agency Land and Maritime facility in Tracy, California. The item is identified by NSN 6625010856665 and must comply with stringent technical and quality standards referenced in the DLA Master List of Technical and Quality Requirements, including MIL-DTL-16034B for specifications and MIL-STD-2073-1E for packaging. Packaging must adhere to strict preservation and unit containment protocols, including clean and dry preservation, jute cloth cushioning, drum intermediate containers, and labeling in accordance with MIL-STD-129, with no special marking required. The ammeters may contain batteries and are classified as a critical application item, necessitating compliance with mercury restrictions: no intentional addition of mercury or its compounds unless used in functional components like batteries, fluorescent lamps, or instruments specified by NAVSEA; in such cases, portable devices must include shock-proof construction and a secondary containment barrier per NAVSEA 5100-003D. The use of Class I ozone-depleting substances is strictly prohibited in all manufacturing and processing steps unless written approval is obtained from the Contracting Officer, with exceptions only for commercial items as defined by FAR 11.001 or part-numbered-only items. Sampling for quality assurance must follow MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances expected unless otherwise specified, and critical, major, and minor attributes must be verified at levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively. Inspection and acceptance occur at the destination, with the government retaining authority over validation. The contract mandates adherence to hazardous material handling, including proper labeling under 29 CFR 1910.1200 and compliance with DFARS requirements for transportation by sea, which requires use of U.S.-flag vessels unless a waiver is secured with 45 days’ notice and supporting documentation. Cybersecurity obligations under DFARS 252.204-7012 require implementation of NIST SP 800-171 controls to safeguard covered defense information, with mandatory
