AMRS SOFTWARE AND SUSTAINMENT

The U.S. Air Force is seeking qualified 8(a) small business offerors to provide sustainment for its existing 46 Schneider Electric Power Monitoring Expert (PME) software license suites and the optional procurement of up to 30 additional PME licenses, all supporting the Advanced Meter Reading System (AMRS) platform. This competitive solicitation, issued as a Request for Quotation under the Revolutionary FAR Overhaul (RFO) Circular [2026-01] and Defense Supplement Change Notice [11/10/2025], is a brand-name-only requirement strictly for Schneider Electric PME software and related sustainment services. The base period of performance is six months, commencing on September 14, 2026, with four one-year option periods available through March 2031, plus a potential six-month extension under RFO 52.217-8. The place of performance is Tyndall Air Force Base, Florida, and all personnel must be U.S. citizens with approved background checks for DoD installation access. The Government will provide on-site escort for contractor personnel, and no security clearances are required. This is a Firm Fixed Price contract awarded under the Lowest Price Technically Acceptable (LPTA) process, where the lowest evaluated price among technically acceptable offerors will determine award. Offerors must submit a technical narrative not exceeding ten pages demonstrating compliance with the Statement of Work, including the ability to deliver the AMRS Eco Structure Service Plan (ESP), maintain a 15-minute average response time and 2-day average resolution time per service level agreement, and manage software licenses, updates, and deliverables including Monthly Status Reports as specified in CDRL A001. The contract requires full adherence to DoDI 8510.01, AFI 17-130, DISA STIGs/SRGs, and CMMC Level 1 (Self) cybersecurity compliance, with CMMC UIDs must be provided and maintained in SPRS.
