The Naval Air Systems Command, Air Combat Electronics Program, awarded a modification to contract N00019-14-C-0062 for production support of the Advanced Memory Unit and PCMCIA cards used in F/A-18C/D, AV-8B, and UH-1Z/AH-1Y aircraft. While originally awarded to General Electric Aviation Systems, a novation agreement effective November 11, 2016, established Symetrics Industries, LLC as the successor in interest. The scope of work encompasses comprehensive production support, including engineering investigations, analysis, change proposals, integration, testing, obsolescence redesign, and integrated logistics support for the memory units and related ancillary equipment. This acquisition was conducted as a sole source award under the authority of Title 10, U.S.C. Section 2304(c)(1) and FAR 6.302-1. The government determined that General Electric Aviation Systems was the only responsible source capable of satisfying the requirements due to its position as the sole designer, developer, and supplier with the necessary engineering data and technical expertise. The contract, associated with NAICS code 334511 and solicitation N00019-17-RFPREQ-PMA-209-0074, ensures the continued maintenance and software upgrades of critical aviation memory components.

The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA209), Patuxent River, MD, awarded a modification to Contract N00019-14-C-0062 to General Electric Aviation Systems (GEAS) for production support. However, DCMA issued a novation agreement to Symetrics Industries, LLC effective 11 November 2016. As a result of the novation agreement, the Government recognizes Symetrics as the successor in interest of GEAS. Production support under this modification will include, but is not limited to, engineering investigations, engineering analysis, engineering change proposals, integration and testing, spare and repair parts, engineering technical support, obsolescence analysis and redesign, and integrated logistics support for the Advanced Memory Unit (AMU) and the Personal Computer Memory Card International Association (PCMCIA) cards used in the AMU. This acquisition was pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." As GEAS is the sole designer, developer, and supplier of the AMU and PCMCIA family of products and related ancillary equipment, GEAS is the only company with the necessary engineering data, technical skills, and requisite knowledge to fulfill this requirement within the time required. A determination by the Government not to compete this effort is solely within the discretion of the Government.
